1. ADI does not have a place for storing bodies long-term. There is a walk in freezer for temporary storage if they need to transfer a body to the proper authorities or if there's a creature they're studying for the a day or two, but it's not kept stocked most of the time. It's just there on an as-needed basis. They're more in the business of figuring out how to destroy/get rid of bodies than keeping them.
2. Yes, characters may move housing; players are allowed to request room changes as well as a switch from ADI to Bonnie's Flophouse at any time.
3a. Because Liv's dietary needs can be fulfilled with something that is available within the world (despite the difficulties involved), she would still need to eat brains in order to avoid degradation, though also terrorizing people would feel good and make her brain diet stretch farther.
3b. ADI would not have access to the cure, as their world does not have zombies like Liv and there was never anyone to develop it. However, if the cure can be manufactured using modern technology, you would be welcome to run a player plot in which Liv would either work directly on the cure or coordinate with others to get it made.
3c. Again, ADI wouldn't have developed anything like this. They would also, unfortunately, be unwilling to create and provide it. She would have more luck coordinating with fellow PCs to figure something out there.
4. Without feeding an entity, Liv's "full on zombie mode" would be limited to the upper end of non-supernatural human capability (i.e. she would become as strong as a weightlifter, not as strong as a superhero).
5. Inheriting traits by eating brains would be considered a power, so it will only work if Liv is also feeding her patron Entity. That is, if she eats brains entirely in secret and does not cause anyone any terror while doing so, eating the brain by itself would not allow her to inherit traits from the brain's owner. It would just be basic sustenance.
