After a review of the wiki, we do not believe that these abilities would be inherently game-breaking. Gojou would need to be apped as a powered character. If he is not feeding his patron, his automatic abilities will not work and his extra eyes will be just that: ordinary extra eyes that convey only as much as a human eye might. If he is feeding his patron, the abilities would function at varying levels of efficiency. He would have to be continually inflicting terror at a considerable level to achieve the higher levels of ability he might be used to in canon.

For the sake of giving an IC out to OOC coordination, you can use the excuse of him not feeding his patron enough to explain any downgrade in effect or inconsistencies in his abilities that might crop up as a result of metaplot needs or OOC player preference regarding how he uses his abilities on their character.
