1. If the cybernetics don't give the character beyond human abilities and they're necessary for the character to function/live, then it's fine to keep the tech. It will just not function with any existing Earth tech.

2. If there's enough info in the flashbacks to provide a clear understanding of the character's personality/history/motivations, then that's a perfectly fine canon point to app from.
