No problem! There is a very obvious (obvious to the point of they very much want you to see that you are being watched here) network of cameras throughout the public areas of the ADI housing complex, but no listening devices or cameras within private apartments. If characters leave their blinds/curtains open, that's on them, of course, if a camera captures what's going on in their residence.

Bonnie's Flophouse has no listening devices or any sort of camera network.
